Can someone explain cpu utilization for me

Hi,

I find the documentation a little vague on some of these points but perhaps its me. CPU Usage Percent seems to be the power management adjusted version of CPU Utilization Percent but what causes the gap between CPU Core Utilization Percent and CPU Utilization Percent?
